The National Legal Sevices Authority(NALSA) in the year 2009 notified a scheme, namely, the Para-Legal Volunteers Scheme with the aim to impart legal training  to volunteers selected  from different sections of the society so as to ensure that legal  aid reaches all the sections of people through the process of  Para- Legal Volunteers Scheme. The Para- Legal Volunteers (PLVs) generally act as intermediaries and the bridge  the gap between the common people and the Legal Services Institutions  to remove impediments in access to justice. The end result which Scheme seeks to achieve is that  Legal Services Institutions reach out to the people at their door steps rather than people approaching such Legal Services Institutions.

Armed with the basic knowledge in the laws and other available welfare measures and legislation, the Para-Legal Volunteers (PLVs) are generally able to assist their immediate neighbourhood in such a manner that a person, who is not aware of his legal right is not only made to understand about the rights, but also to have access to measures involving implementation of such rights. In addition to imparting legal awareness, the PLVs are trained to counsel and amicably settle simple disputes between the parties at the source itself, so that disputing parties get relieved from travelling all the way to the Legal Services Authority/ ADR Centres. However, the disputes which cannot be resolved at the source can be brought by the PLVs to the ADR Centres, wherein, the same could be referred to Lok Adalat or Mediation Centre or Legal assistance may be given for adjudication in a court of law, depending upon the nature of problem and desire of the party. The Para-Legal volunteers of District Legal Services Authority, Tinsukia are actively engaged in imparting legal education by organizing legal awareness programmes at Schools, Colleges, Gaon Panchayats, villages etc. They have also provided assistance to many individuals in securing the benefits under government welfare schemes e.g., opening of zero balance account under Jan Dhan Yojana, procuring LPG connection under Ujjwala Yojana, procuring disability certificate, relief for victims of disasters, etc. The details of active PLVs of District Legal Services Authority, Tinsukia are as follows:
